Businesses
There are two ways to apply to run a business. Choose the path that matches what you want to operate, then read the Business Rules before applying. The Department of State handles new business applications and ongoing business matters. If your application is accepted, the department will contact you through a ticket with the decision and next steps. Everfall recognizes one registered owner per business, and both the owner and business must remain active. If you already own a business, you must surrender it before applying for another.
Turn-Key Businesses
Turn-key businesses are already built and ready to operate. If you want to take over an available business rather than propose a new one, use the turn-key application. Once approved and set up, you can get the keys and open its doors.

Small and Custom Businesses
Small businesses need a lighter setup. They generally start with a framework job, a motorpool, and an office, with additions available on request. Custom businesses are built from the ground up and require substantially more development work. Both use the small/custom business application path.

Business Payments
Payment depends on the type of business you apply for:
- Turn-key businesses are leased through a monthly subscription. Major changes to an existing business and later development requests may involve additional fees.
- Small businesses may have no development cost. If their setup needs extra work, a smaller cost may apply.
- Custom businesses have larger development costs if accepted because they require more work.
Any required development payment for a small or custom business is discussed and paid before work begins. Later development requests for any business may involve additional fees. After you receive an acceptance ticket, confirm the payment terms for your business with the Department of State. Pay required charges through the Everfall Tebex store. Sign in with Discord at checkout and keep the email containing your Tebex ID so your payment can be verified.
If you miss a subscription payment, the Business Rules give you seven days to pay before the business is forfeited. Contact the Department of State if you have a billing problem or need to resolve a missed payment.
Criminal Organizations
You can form a criminal organization without submitting an application. An organization that starts this way is unpapered. Applying is optional and is only for groups that want papered status and its additional features and perks.
Unpapered Organizations
Unpapered organizations do not need approval from management or staff to form. They must still follow the Criminal Organization Rules and Criminal Rules, and their leadership is responsible for members' conduct. Unpapered groups cannot claim an area as their turf or pressure other players for wearing their chosen colors.
Papered Organizations
Groups seeking papered status can apply for it. Approved organizations may receive papered-only features and perks and can claim turf under the Turf Rules. The rules require at least six active members, no more than three leaders, and leaders who have been active in the city for 2–3 weeks before applying. Review the roster, colors, naming, and activity rules before submitting.
